Coordinating the import of 45 steel transmission towers from China to Monterrey, Mexico — over 1,499 metric tons across two breakbulk vessels — quickly evolved into a high-pressure operation shaped by regulatory gaps, documentation issues, and strict delivery timelines.
What began as a standard import became a full-scale recovery effort, managed from pre-arrival through final delivery under continuously changing conditions.

What Was at Stake
The project entered a critical phase before arrival. Required permits from the Secretaría de Economía had not been processed prior to departure, placing the cargo at immediate risk.
With less than three weeks before arrival, additional challenges emerged:
- Inconsistent packing lists and incomplete documentation
- High risk of permit rejection and extended approval timelines
- Potential disruption to discharge operations, inland logistics, and customs declarations
- Growing pressure from delivery deadlines and potential penalties
As the operation progressed, complexity increased with additional permits, multi-stage clearance processes, and cargo falling into abandonment status — all while coordinating more than 100 inland transport units under tight timelines.
How Control Was Regained
- Rebuilding documentation and validating cargo The packing list was restructured from scratch and supported through physical validation piece by piece, matching every serial number with port documentation to ensure accuracy for customs and steel permits.
- Maintaining real-time visibility at port On-site port inspectors, supervised by a marine surveyor, monitored discharge operations and identified every piece and bundle in order to correctly sort each transmission tower with its corresponding components. This provided the structure needed to begin clearance preparations while keeping the client informed at all times.
- Driving permit approvals under pressure Through close coordination with authorities and the customs broker, permits were processed in record time, making it possible to obtain authorization significantly sooner than standard approval timelines.
- Customs clearance execution With permits authorized and all cargo properly identified, customs clearance preparations were completed based on each tower’s serial number and corresponding components, strictly following customs regulations to minimize the risk of fines or additional inspections.
- Executing a large-scale inland operation More than 100 trucks were coordinated through a pre-loading plan and route validation process, dispatching up to 12 units per day with full tracking and after-hours follow-up.
From Critical Risk to Controlled Delivery Despite regulatory setbacks, documentation gaps, and operational pressure, the project was completed successfully, with all cargo delivered in full and without damage.
