Turkish Freight Forwarders Must Obtain TIO License Prior to Commencing Business Activities

Turkey-based forwarder Origin Logistics would like to inform fellow Turkish forwarder friends that Turkey Ministry of Transport, Maritime Affairs and Communication announced that all freight forwarders must obtain the “TIO license” to continue their freight forwarding activities which otherwise will result in high penalties in Turkey.

New Regulation Governing Freight Forwarding in Turkey

The Freight Forwarders Regulations in Turkey, which already have entered into force on July 1st, 2019, marked a significant date for freight forwarding industry in Turkey for Freight forwarders who are going to provide their services in rail, road, sea and air transport modes all together must obtain the Freight Forwarders Authorization License in order to be able to continue their activities.

The new legislation introduces one license, named the Freight Forwarders Authorization License (TIO), only for freight forwarders who are going to do business in four different modes of transport and combined transport on the integration of these modes. Conditions for Authorization License Freight Forwarder Companies applying for the authorization license can be both private and corporate companies.

The requirements are specified below:

  • Company capital or working capital of at least 300,000 TL
  • Senior Manager Certificate for at least one personnel and Mid-level Manager Certificate for at least two personnel at administrative level
  • For transports organized and undertaken by the freight forwarder, a valid FFL insurance is required for liabilities arising out of forwarding activities in respect of customer’s goods in forwarder’s custody.
  • The certification fee of 150,000 TL will be deposited to the account of the Directorate General for Dangerous Goods and Combined Transport. After the whole process is completed and approved by the administration, the company will be entitled to receive the Freight Forwarders Authorization License.

As HM Uluslararasi Proje Tasimaciligi A.S., Origin Logistics Company have fulfilled all requirements and already got the Freight Forwarders Authorization License (TIO) with number “IST.U-NET.TIO.34.198”.

The Origin Logistics team comment “We kindly inform all our partners and customers to be aware of this regulation and check all these requirements with all their partners and sub-contractors accordingly, not to have any penalties and punishments during the sea, air, road and rail transportation services which destined/ originated to/ from Turkey. That’s why according to the new regulation, those who fail to acquire “Freight Forwarder’s Authorization License” will be fined by Government Authorities.
